ให้กระทรวงการคลังนำรายได้เป็นมูลค่าเท่ากับร้อยละสองของรายได้ที่ หน่วยราชการ รัฐวิสาหกิจหรือหน่วยงานอื่นของรัฐต้องนำส่งกระทรวงการคลังจากการให้อนุญาต สัมปทาน หรือสัญญาเพื่อประกอบกิจการกระจายเสียงหรือกิจการโทรทัศน์ที่มีอยู่ก่อนวันที่รัฐธรรมนูญ แห่งราชอาณาจักรไทย พุทธศักราช ๒๕๕๐ ใช้บังคับ ส่งเข้ากองทุน ทั้งนี้ จนกว่าการอนุญาต สัมปทานหรือสัญญานั้นจะสิ้นสุดลง
