ใบอนุญาตประกอบกิจการกระจายเสียงและกิจการโทรทัศน์เป็นสิทธิเฉพาะตัว ของผู้ได้รับใบอนุญาตจะโอนแก่กันมิได้ ผู้รับใบอนุญาตประกอบกิจการกระจายเสียงและกิจการโทรทัศน์จะต้องประกอบกิจการด้วย ตนเอง การแบ่งเวลาให้ผู้อื่นดำเนินรายการให้กระทำได้ตามหลักเกณฑ์และวิธีการที่คณะกรรมการตาม พระราชบัญญัตินี้กำหนด
