ในการปฏิบัติหน้าที่ตามพระราชบัญญัตินี้ คณะกรรมการนโยบายจะมอบอำนาจ ให้สำนักงานกระทำการใดๆ แทน หรือแต่งตั้งคณะอนุกรรมการ เพื่อให้กระทำการใด ๆ ตามที่มอบหมาย หรือเรียกบุคคลใดซึ่งเกี่ยวข้องมาให้ข้อเท็จจริง คำอธิบาย คำแนะนำ หรือความเห็นก็ได้ เมื่อสำนักงานหรือคณะอนุกรรมการได้กระทำการไปแล้วตามวรรคหนึ่งต้องรายงานให้ คณะกรรมการนโยบายทราบด้วย
