ผู้ว่าการมีหน้าที่บริหารกิจการของ ยสท. ให้เป็นไปตามกฎหมาย นโยบายของรัฐบาล หรือมติคณะรัฐมนตรี ระเบียบ ข้อบังคับ ประกาศ และนโยบายที่คณะกรรมการกำหนด และมีอำนาจ บังคับบัญชาพนักงานและลูกจ้าง ผู้ว่าการต้องรับผิดชอบต่อคณะกรรมการในการบริหารกิจการของ ยสท.
