ให้หน่วยงานของรัฐ องค์กรปกครองส่วนท้องถิ่น ภาคเอกชน และภาคประชาสังคม ที่เกี่ยวข้อง มีภารกิจร่วมกันดำเนินการเพื่อให้มีการพัฒนาเด็กปฐมวัย และดำเนินการให้เป็นไปตามมาตรฐาน และแนวปฏิบัติที่ดีเกี่ยวกับการพัฒนาเด็กปฐมวัยตามที่คณะกรรมการกำหนด รวมทั้งส่งเสริมให้ผู้ดูแล เลม่ ๑๓๖ ตอนที่ ๕๖ ก หนา้ ๗ เด็กปฐมวัยจัดให้เด็กปฐมวัยซึ่งอยู่ในความดูแลได้รับการพัฒนาตามมาตรฐานและแนวปฏิบัติที่ดีเกี่ยวกับ การพัฒนาเด็กปฐมวัยดังกล่าว
