คณะกรรมการมีอำนาจแต่งตั้งคณะอนุกรรมการเพื่อทำการใดๆแทนได้ จำนวน คุณสมบัติ หลักเกณฑ์ และวิธีการแต่งตั้งคณะอนุกรรมการ รวมตลอดทั้งวิธีการได้มา วาระการดำรงตำแหน่ง และการพ้นจากตำแหน่ง ให้เป็นไปตามที่คณะกรรมการประกาศกำหนดใน การประชุมคณะอนุกรรมการ ให้นำความในมาตรา ๑๒ มาใช้บังคับโดยอนุโลม
