ชื่อของหนังสือพิมพ์ต้องไม่มีลักษณะดังต่อไปนี้
(๑) ไม่พ้องหรือมุ่งหมายให้คล้ายกับพระปรมาภิไธย พระนามาภิไธย พระปรมาภิไธยย่อ พระนามาภิไธยย่อ หรือนามพระราชวงศ์
(๒) ไม่พ้องหรือมุ่งหมายให้คล้ายกับราชทินนาม เว้นแต่ราชทินนามของตน ของบุพการี หรือของผู้สืบสันดาน
(๓) ไม่ซ้ำกับชื่อหนังสือพิมพ์ที่ได้รับจดแจ้งไว้แล้ว
(๔) ไม่มีคำหรือความหมายหยาบคาย
