ผู้ใดออกหนังสือพิมพ์โดยพนักงานเจ้าหน้าที่ยังไม่ได้รับจดแจ้งตามมาตรา ๑๑ หรือ รู้ว่าตนไม่มีคุณสมบัติหรือมีลักษณะต้องห้ามของการเป็นผู้พิมพ์ ผู้โฆษณา บรรณาธิการ หรือเจ้าของ เล่ม ๑๒๔ ตอนที่ ๙๓ ก กิจการหนังสือพิมพ์ แล้วได้เป็นผู้พิมพ์ ผู้โฆษณา บรรณาธิการ หรือเจ้าของกิจการหนังสือพิมพ์ โดยฝ่าฝืนมาตรา ๗มาตรา ๑๔ มาตรา ๑๕ หรือมาตรา ๑๖ มีความผิดต้องระวางโทษจำคุกไม่เกิน หกเดือน หรือปรับไม่เกินหนึ่งหมื่นบาท หรือทั้งจำทั้งปรับ
