ให้นายกรัฐมนตรีรักษาการตามพระราชบัญญัตินี้และให้มีอำนาจแต่งตั้งพนักงาน เจ้าหน้าที่กับออกกฎกระทรวงเพื่อปฏิบัติการให้เป็นไปตามพระราชบัญญัตินี้ กฎกระทรวงนั้น เมื่อได้ประกาศในราชกิจจานุเบกษาแล้วให้ใช้บังคับได้
