ผู้ใดขนถ่ายของที่นำเข้ามาในหรือจะส่งออกไปนอกราชอาณาจักร นอกเขตขนถ่ายของ ตามมาตรา ๕๘ โดยไม่ได้รับอนุญาตจากอธิบดี ต้องระวางโทษจำคุกไม่เกินสองปี หรือปรับไม่เกิน หนึ่งแสนบาท หรือปรับเป็นเงินสามเท่าของราคาของ แล้วแต่จำนวนใดจะมากกว่า หรือทั้งจำทั้งปรับ และให้ริบของนั้น
