ให้พนักงานศุลกากรมีอำนาจสั่งห้ามเคลื่อนย้ายของในเรือที่มิได้แสดงไว้ ในรายงานเรือเข้าจนกว่าจะได้รับรายงานที่ถูกต้องจากนายเรือหรือจนกว่านายเรือจะได้อธิบายเหตุผล ที่ไม่สามารถแสดงของดังกล่าวไว้ในรายงานเรือเข้าได้
