ให้มีแผนพัฒนารัฐวิสาหกิจซึ่งมีระยะเวลาครั้งละห้าปี เพื่อกำหนดเป้าหมาย นโยบาย และทิศทางในการพัฒนารัฐวิสาหกิจให้สอดคล้องกับแนวนโยบายแห่งรัฐตามรัฐธรรมนูญ แห่งราชอาณาจักรไทย ยุทธศาสตร์ชาติ แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ และแผนพัฒนาประเทศ ในด้านต่าง ๆ โดยอย่างน้อยให้คำนึงถึงหลักวินัยการเงินการคลังของประเทศ ภารกิจของรัฐวิสาหกิจใน บริบทที่เปลี่ยนแปลง และบทบาทหน้าที่ของรัฐวิสาหกิจที่มีต่อการพัฒนาประเทศ
