    พระราชบัญญัตินี้มีวัตถุประสงค์ในการพัฒนาการกำกับดูแลและบริหารรัฐวิสาหกิจ โดยมีแนวทางดังต่อไปนี้

    (๑) ให้มีคณะกรรมการนโยบายรัฐวิสาหกิจทำหน้าที่กำหนดเป้าหมาย นโยบาย และทิศทาง ในการพัฒนารัฐวิสาหกิจในภาพรวมทั้งระบบให้เป็นไปโดยสอดคล้องกับแผนพัฒนารัฐวิสาหกิจ

    (๒) ส่งเสริมให้รัฐวิสาหกิจดำเนินกิจการอย่างมีประสิทธิภาพ โปร่งใส สอดคล้องกับหลักการ กำกับดูแลกิจการที่ดี และมีการประเมินผลการดำเนินกิจการอย่างต่อเนื่อง

    (๓) ให้มีกลไกสนับสนุนให้การคัดเลือกและการปฏิบัติงานของกรรมการรัฐวิสาหกิจเป็นไปอย่างมี ประสิทธิภาพ

    (๔) ให้มีการกำกับดูแลรัฐวิสาหกิจในเชิงรุกอย่างมีประสิทธิภาพโดยคำนึงถึงทิศทางของเศรษฐกิจ ของประเทศ แผนพัฒนารัฐวิสาหกิจ กฎหมายที่เกี่ยวข้อง และแนวปฏิบัติที่ใช้บังคับกับรัฐวิสาหกิจนั้น
