ให้ศาลจังหวัดเชียงคำมีเขตตลอดท้องที่อำเภอเชียงคำ อำเภอจุน และกิ่งอำเภอภูซาง ในจังหวัดพะเยา ในระหว่างที่ยังไม่ได้เปิดทำการศาลจังหวัดเชียงคำตามพระราชกฤษฎีกาที่ออกตามมาตรา ๓ ให้ศาลจังหวัดพะเยามีเขตอำนาจตลอดถึงเขตศาลจังหวัดเชียงคำด้วย บรรดาคดีของเขตท้องที่อำเภอและกิ่งอำเภอที่ระบุในวรรคหนึ่ง ซึ่งค้างพิจารณาอยู่ในศาลจังหวัด พะเยาในวันเปิดทำการศาลจังหวัดเชียงคำตามมาตรา ๓ให้คงพิจารณาพิพากษาในศาลจังหวัดพะเยา
