การกำหนดสาขา คุณสมบัติ หลักเกณฑ์และวิธีการคัดเลือกศิลปินแห่งชาติ รวมตลอดถึงประโยชน์ตอบแทนซึ่งศิลปินแห่งชาติจะได้รับจากเงินกองทุน ให้เป็นไปตามที่กำหนด ในกฎกระทรวง การกำหนดสาขา คุณสมบัติ หลักเกณฑ์และวิธีการคัดเลือกผู้ทรงคุณวุฒิทางวัฒนธรรมและ บุคคลที่มีผลงานดีเด่นทางวัฒนธรรม รวมตลอดถึงประโยชน์ตอบแทนซึ่งบุคคลดังกล่าวจะได้รับจาก เงินกองทุน ให้เป็นไปตามระเบียบที่คณะกรรมการกำหนดโดยความเห็นชอบของกระทรวงการคลัง
