ในพระราชบัญญัตินี้ “วัฒนธรรม” หมายความว่า วิถีการดำเนินชีวิต ความคิด ความเชื่อ ค่านิยม จารีตประเพณี พิธีกรรม และภูมิปัญญา ซึ่งกลุ่มชนและสังคมได้ร่วมสร้างสรรค์ สั่งสม ปลูกฝัง สืบทอด เรียนรู้ ปรับปรุง และเปลี่ยนแปลง เพื่อให้เกิดความเจริญงอกงาม ทั้งด้านจิตใจและวัตถุ อย่างสันติสุขและยั่งยืน “กองทุน” หมายความว่า กองทุนส่งเสริมงานวัฒนธรรม “คณะกรรมการ” หมายความว่า คณะกรรมการวัฒนธรรมแห่งชาติ “รัฐมนตรี” หมายความว่า รัฐมนตรีผู้รักษาการตามพระราชบัญญัตินี้
