ให้หน่วยจัดการเรียนรู้สร้างการมีส่วนร่วมของคนในชุมชนและสังคม รวมทั้ง ร่วมมือกับผู้ชำนาญการในภูมิปัญญาท้องถิ่น ภาคีเครือข่าย และสถานศึกษา ในการส่งเสริมการเรียนรู้ การถ่ายทอดประสบการณ์ ความรู้ หรือภูมิปัญญาให้แก่ผู้เรียนหรือประชาชนด้วย
