การเรียนรู้ตลอดชีวิตมีเป้าหมายเพื่อจัดให้มีระบบกระตุ้น ชี้แนะ หรืออำนวย ความสะดวกด้วยวิธีการใดๆให้บุคคลสามารถเรียนรู้ได้ด้วยตนเองในเรื่องที่ตนสนใจหรือตามความถนัด ของตน สามารถเข้าถึงแหล่งเรียนรู้ทุกประเภทได้ในเวลาใด ๆ ที่ตนสะดวกโดยไม่มีภาระค่าใช้จ่าย เกินสมควร และเพิ่มพูนความรู้ให้กว้างขวาง รู้เท่าทันพัฒนาการของโลกอย่างต่อเนื่องตลอดชีวิต รวมทั้งนำความรู้ไปเติมเต็มชีวิตให้แก่ตนเองหรือเกิดประโยชน์ต่อสังคม โดยอาจได้รับการรับรองคุณวุฒิ ตามความเหมาะสมด้วยก็ได้
