ให้นายกรัฐมนตรี รัฐมนตรีว่าการกระทรวงกลาโหม รัฐมนตรีว่าการกระทรวง การต่างประเทศ รัฐมนตรีว่าการกระทรวงคมนาคม และรัฐมนตรีว่าการกระทรวงมหาดไทย รักษาการ ตามพระราชบัญญัตินี้ และให้มีอำนาจแต่งตั้งเจ้าหน้าที่เพื่อปฏิบัติการตามพระราชบัญญัตินี้ กับให้มี อำนาจออกกฎกระทรวงและระเบียบตามพระราชบัญญัตินี้ ในส่วนที่เกี่ยวกับอำนาจหน้าที่ของแต่ละ กระทรวงหรือหน่วยงานของรัฐ กฎกระทรวงนั้น เมื่อได้ประกาศในราชกิจจานุเบกษาแล้ว ให้ใช้บังคับได้
