ให้รัฐมนตรีว่าการกระทรวงแรงงานรักษาการตามพระราชบัญญัตินี้ และให้มี อำนาจออกกฎกระทรวงกำหนดค่าธรรมเนียมไม่เกินอัตราในบัญชีท้ายพระราชบัญญัตินี้ ยกเว้น ค่าธรรมเนียม และกำหนดกิจการอื่นเพื่อปฏิบัติการตามพระราชบัญญัตินี้ กฎกระทรวงนั้น เมื่อได้ประกาศในราชกิจจานุเบกษาแล้วให้ใช้บังคับได้
