ให้ผู้รับอนุญาตผลิต ขาย นำเข้า ส่งออกหรือมีไว้ในครอบครองซึ่งวัตถุออกฤทธิ์ ตามพระราชบัญญัติวัตถุที่ออกฤทธิ์ต่อจิตและประสาท พ.ศ. ๒๕๑๘ในวันก่อนวันที่พระราชบัญญัตินี้ใช้บังคับ ยังคงดำเนินกิจการต่อไปได้จนกว่าใบอนุญาตนั้นสิ้นอายุ และถ้าประสงค์จะดำเนินกิจการต่อไปให้ยื่นคำขอรับ ใบอนุญาตตามพระราชบัญญัตินี้ก่อนใบอนุญาตเดิมจะสิ้นอายุ แต่ถ้าผู้อนุญาตมีคำสั่งเป็นหนังสือไม่ออก ใบอนุญาตให้ ผู้นั้นไม่มีสิทธิดำเนินกิจการนับแต่วันที่ทราบคำสั่งเป็นต้นไป เล่ม ๑๓๓ ตอนที่ ๑๐๗ ก
