ให้รัฐมนตรีว่าการกระทรวงแรงงานรักษาการตามพระราชกำหนดนี้ และให้มี อำนาจออกกฎกระทรวงกำหนดค่าธรรมเนียมไม่เกินอัตราท้ายพระราชกำหนดนี้ ยกเว้นค่าธรรมเนียม และกำหนดกิจการอื่นเพื่อปฏิบัติการตามพระราชกำหนดนี้ กฎกระทรวงนั้น เมื่อได้ประกาศในราชกิจจานุเบกษาแล้วให้ใช้บังคับได้
