ให้มีเลขาธิการคณะกรรมการปฏิรูปกฎหมายคนหนึ่งมีหน้าที่รับผิดชอบ การปฏิบัติหน้าที่ของสำนักงาน ขึ้นตรงต่อประธานกรรมการ และเป็นผู้บังคับบัญชาพนักงานและ ลูกจ้างของสำนักงาน ในกิจการของสำนักงานที่เกี่ยวกับบุคคลภายนอก ให้เลขาธิการเป็นผู้แทนของสำนักงาน เพื่อการนี้เลขาธิการอาจมอบอำนาจให้พนักงานปฏิบัติหน้าที่เฉพาะอย่างแทนได้ ทั้งนี้ ตามระเบียบ ที่คณะกรรมการกำหนดโดยประกาศในราชกิจจานุเบกษา
