ผู้ใดที่คณะกรรมาธิการมีหนังสือเชิญตามมาตรา ๖ หรือมีคำสั่งเรียกตามมาตรา ๘ ให้มาแถลงข้อเท็จจริงหรือแสดงความเห็นมีสิทธิได้รับค่าใช้จ่ายในการเดินทางมาแถลงข้อเท็จจริงหรือ แสดงความเห็นต่อคณะกรรมาธิการ ตามระเบียบที่ประธานรัฐสภากำหนด
