ผู้ปฏิบัติงานมีสิทธิร้องทุกข์ในเรื่องเกี่ยวกับการทำงานหรือการปฏิบัติตาม กฎกระทรวงนี้ โดยทำเป็นหนังสือยื่นต่อคณะกรรมการคุ้มครอง ระบุชื่อและนามสกุล ตำแหน่งหน้าที่ สถานที่อยู่ที่สามารถติดต่อได้ และเรื่องราวอันเป็นเหตุให้ร้องทุกข์ พร้อมรายละเอียดข้อเท็จจริงหรือ พฤติการณ์ และเหตุผลประกอบการร้องทุกข์ตามสมควร โดยที่ผู้ร้องทุกข์ต้องลงลายมือชื่อกำกับไว้ด้วย
