บุคคลที่ประสงค์จะขึ้นทะเบียนเป็นผู้ไกล่เกลี่ยตามความในหมวดนี้ ให้ยื่นคำขอ ต่อผู้บัญชาการตำรวจแห่งชาติ ปลัดกระทรวงกลาโหม ปลัดกระทรวงมหาดไทย ปลัดกระทรวงยุติธรรม หรืออัยการสูงสุด แล้วแต่กรณี ในฐานะนายทะเบียน และให้นำความในมาตรา ๙ มาใช้บังคับ โดยอนุโลม เลม่ ๑๓๖ ตอนที่ ๖๗ ก หนา้ ๑๕ ผู้ไกล่เกลี่ยตามวรรคหนึ่งต้องมีคุณสมบัติและไม่มีลักษณะต้องห้ามตามมาตรา ๑๐
