เงินที่ได้จากการกู้ตามมาตรา ๓ ให้นำไปใช้จ่ายตามวัตถุประสงค์ในการกู้โดยไม่ต้อง นำส่งคลังตามกฎหมายว่าด้วยวิธีการงบประมาณและกฎหมายว่าด้วยเงินคงคลัง กระทรวงการคลังอาจนำเงินที่ได้จากการกู้ไปให้กู้ต่อแก่หน่วยงานของรัฐ หน่วยงานในกำกับ ดูแลของรัฐ องค์กรปกครองส่วนท้องถิ่น รัฐวิสาหกิจ หรือสถาบันการเงินภาครัฐตามกฎหมายว่าด้วย การบริหารหนี้สาธารณะ เพื่อนำไปใช้จ่ายในการวางระบบบริหารจัดการน้ำและสร้างอนาคตประเทศก็ได้
