มิให้น้าความในมาตรา ๔๒ วรรคหนึ่ง มาตรา ๔๘ และมาตรา ๕๔ มาใช้บังคับแก่การใช้ทรัพยากรน้าสาธารณะที่เป็นน้าบาดาลตามกฎหมายว่าด้วยน้าบาดาล
