ในการแต่งตั้งผู้อำนวยการต้องดำเนินการให้แล้วเสร็จภายในเก้าสิบวันนับแต่ วันที่มีเหตุต้องแต่งตั้งผู้อำนวยการ และหากมีเหตุผลจำเป็นให้คณะกรรมการขยายระยะเวลาได้อีกไม่เกิน หกสิบวัน หากดำเนินการไม่แล้วเสร็จภายในระยะเวลาดังกล่าว ให้คณะกรรมการรายงานผลให้รัฐมนตรี เพื่อรายงานคณะรัฐมนตรีเพื่อพิจารณา
