เพื่อให้บรรลุวัตถุประสงค์ของการผังเมือง ให้กรมโยธาธิการและผังเมือง วางและจัดทำผังนโยบายระดับประเทศเพื่อใช้เป็นกรอบนโยบายและยุทธศาสตร์ของการพัฒนาประเทศใน ด้านการใช้พื้นที่ การพัฒนาเมือง บริเวณที่เกี่ยวข้อง และชนบท โครงสร้างพื้นฐานหลัก การพัฒนาพื้นที่พิเศษ การรักษาทรัพยากรธรรมชาติและสิ่งแวดล้อม และการอื่น ๆ ที่จำเป็น เสนอต่อคณะกรรมการนโยบาย การผังเมืองแห่งชาติเพื่อพิจารณาให้ความเห็นชอบ และประกาศในราชกิจจานุเบกษา
