เพื่อให้การพัฒนาเมืองและการดำรงรักษาเมืองในพื้นที่ที่มีการวางและจัดทำ ผังเมืองบรรลุตามวัตถุประสงค์และเป็นไปอย่างมีประสิทธิภาพ เมื่อมีประกาศกระทรวงมหาดไทยหรือ ข้อบัญญัติท้องถิ่นให้ใช้บังคับผังเมืองรวมแล้ว การดำเนินโครงการพัฒนาภาครัฐทางด้านกายภาพจะต้อง สอดคล้องกับนโยบายและการใช้ประโยชน์ที่ดินของผังเมืองรวม
