ให้รัฐมนตรีว่าการกระทรวงมหาดไทยรักษาการตามพระราชบัญญัตินี้ และ ให้มีอำนาจออกกฎกระทรวงและประกาศกระทรวงมหาดไทยเพื่อปฏิบัติการตามพระราชบัญญัตินี้ กฎกระทรวงและประกาศกระทรวงมหาดไทย เมื่อได้ประกาศในราชกิจจานุเบกษาแล้ว ให้ใช้บังคับได้
