การกำหนดอัตราค่าใช้น้ำสำหรับการใช้น้ำประเภทที่สองและการใช้น้ำประเภทที่สาม ให้พิจารณาปัจจัย ดังต่อไปนี้

(๑) เงินลงทุนซึ่งใช้พัฒนาและปรับปรุงแหล่งน้ำและระบบจัดส่งทรัพยากรน้ำสาธารณะ
