กรรมการผู้ทรงคุณวุฒิมีวาระการดำรงตำแหน่งคราวละห้าปี ให้กรรมการผู้ทรงคุณวุฒิซึ่งพ้นจากตำแหน่งตามวาระนั้นอยู่ในตำแหน่งเพื่อปฏิบัติหน้าที่ต่อไป จนกว่ากรรมการผู้ทรงคุณวุฒิซึ่งได้รับแต่งตั้งใหม่เข้ารับหน้าที่ กรรมการผู้ทรงคุณวุฒิซึ่งพ้นจากตำแหน่งตามวาระ อาจได้รับแต่งตั้งอีกได้
