ให้หน่วยงานของรัฐที่ประสงค์จะขอจัดตั้งทุนหมุนเวียนที่ไม่มีสถานะเป็นนิติบุคคล เสนอเรื่องต่อคณะกรรมการเพื่อพิจารณาเสนอความเห็นต่อคณะรัฐมนตรี หลักเกณฑ์ วิธีการ และเงื่อนไขในการขอจัดตั้งทุนหมุนเวียนตามวรรคหนึ่งให้เป็นไปตามที่รัฐมนตรี ประกาศกำหนดโดยความเห็นชอบของคณะรัฐมนตรี
