คณะกรรมการบริหารมีอำนาจหน้าที่ ดังต่อไปนี้
(๑) กำหนดนโยบาย กำกับดูแลการบริหารจัดการ และติดตามการดำเนินงานให้เป็นไป ตามวัตถุประสงค์ของทุนหมุนเวียน
(๒) กำหนดข้อบังคับว่าด้วยการบริหารงานบุคคล การเงิน การพัสดุ ตลอดจนการกำหนดค่าตอบแทน สิทธิประโยชน์หรือสวัสดิการต่างๆ ของผู้บริหารทุนหมุนเวียน พนักงาน และลูกจ้างให้สอดคล้องกับมาตรฐาน ที่คณะกรรมการกำหนดตามมาตรา ๑๑ (๘)
(๓) พิจารณาอนุมัติแผนการดำเนินงานประจำปี
(๔) แต่งตั้งผู้บริหารทุนหมุนเวียน
