ในระหว่างที่ยังไม่มีข้อบังคับ ประกาศ และหลักเกณฑ์เกี่ยวกับทุนหมุนเวียน ตามพระราชบัญญัตินี้ ให้นำกฎ ข้อบังคับ ประกาศ ระเบียบ และหลักเกณฑ์เกี่ยวกับทุนหมุนเวียนซึ่งใช้ บังคับอยู่ในวันก่อนวันที่พระราชบัญญัตินี้ใช้บังคับ มาใช้บังคับไปพลางก่อน เท่าที่ไม่ขัดหรือแย้งกับ พระราชบัญญัตินี้จนกว่าจะได้ออกข้อบังคับ ประกาศและหลักเกณฑ์เกี่ยวกับทุนหมุนเวียนตามพระราชบัญญัตินี้ ซึ่งต้องดำเนินการภายในเวลาไม่เกินสองปีนับแต่วันที่พระราชบัญญัตินี้ใช้บังคับ
