เพื่อประโยชน์ในการบริหารจัดการควบคุมดูแลเด็กและเยาวชนในสถานที่ควบคุม ให้จัดกลุ่มเด็กและเยาวชนโดยให้คำนึงถึงประเภทของสถานที่ควบคุมที่ได้จำแนกไว้ ความเหมาะสมกับ เด็กและเยาวชนแต่ละประเภท การควบคุมดูแล แก้ไขบำบัดฟื้นฟู และพัฒนาพฤตินิสัยเด็กและเยาวชน และการเตรียมความพร้อมก่อนปล่อย ทั้งนี้ ให้เป็นไปตามระเบียบที่อธิบดีกำหนด เล่ม ๑๓๕ ตอนที่ ๑๒ ก
