ในกรณีที่เห็นสมควร กระทรวงการต่างประเทศอาจเสนอข้อเท็จจริงและ ความเห็นเกี่ยวกับความร่วมมือระหว่างประเทศหรือความสัมพันธ์ระหว่างประเทศให้ผู้ประสานงานกลาง ก่อนเสนอต่อศาลเพื่อประกอบการพิจารณาและให้ศาลมีอำนาจเรียกกระทรวงการต่างประเทศมาชี้แจง เพื่อประกอบการพิจารณาได้ ทั้งนี้ ให้รวมถึงการพิจารณาในชั้นอุทธรณ์ด้วย
