ให้รัฐมนตรีว่าการกระทรวงการต่างประเทศ และรัฐมนตรีว่าการกระทรวงยุติธรรม รักษาการตามพระราชบัญญัตินี้ และให้มีอำนาจออกกฎกระทรวงเพื่อปฏิบัติการตามพระราชบัญญัตินี้ ทั้งนี้ ในส่วนที่เกี่ยวกับอำนาจหน้าที่ของตน กฎกระทรวงนั้นเมื่อได้ประกาศในราชกิจจานุเบกษาแล้ว ให้ใช้บังคับได้
