การบริหารเงินคงคลังให้เป็นไปตามที่กำหนดไว้ในกฎหมายว่าด้วยเงินคงคลัง โดยต้องรักษาไว้ในระดับที่จำเป็น เพื่อให้มีสภาพคล่องเพียงพอสำหรับการเบิกจ่ายเพื่อการดำเนินงานของ หน่วยงานของรัฐ โดยคำนึงถึงค่าใช้จ่ายและต้นทุนในการบริหารสภาพคล่องด้วย
