ให้นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงการคลังรักษาการตาม พระราชบัญญัตินี้ และให้มีอำนาจออกระเบียบและประกาศเพื่อปฏิบัติการตามพระราชบัญญัตินี้ ระเบียบและประกาศ เมื่อประกาศในราชกิจจานุเบกษาแล้วให้ใช้บังคับได้
