องค์กรปกครองส่วนท้องถิ่นต้องจัดเก็บรายได้ให้เพียงพอในการจัดทำบริการ สาธารณะและกิจกรรมสาธารณะ ในกรณีที่องค์กรปกครองส่วนท้องถิ่นยังไม่สามารถจัดเก็บรายได้ให้เพียงพอกับการดำเนินการ ตามวรรคหนึ่ง ให้รัฐจัดสรรงบประมาณเพื่อสนับสนุนองค์กรปกครองส่วนท้องถิ่นเท่าที่จำเป็นและเหมาะสม ไปพลางก่อน
