เพื่อให้การวิจัย การพัฒนา หรือการผลิตวัคซีน เป็นไปตามนโยบายและ แผนยุทธศาสตร์ความมั่นคงด้านวัคซีนแห่งชาติ คณะกรรมการอาจขอความร่วมมือส่วนราชการ รัฐวิสาหกิจ องค์การมหาชน หน่วยงานอื่นของรัฐ หรือหน่วยงานของเอกชน ให้ดำเนินการหรือ สนับสนุนการวิจัย การพัฒนา หรือการผลิตวัคซีนตามสมควร ทั้งนี้ ตามระเบียบที่คณะกรรมการกำหนด
