ให้รัฐมนตรีว่าการกระทรวงสาธารณสุขรักษาการตามพระราชบัญญัตินี้ และ ให้มีอำนาจออกประกาศเพื่อปฏิบัติการตามพระราชบัญญัตินี้ ประกาศนั้น เมื่อได้ประกาศในราชกิจจานุเบกษาแล้วให้ใช้บังคับได้ เลม่ ๑๓๕ ตอนที่ ๙๗ ก หนา้ ๕๒
