ให้รัฐมนตรีว่าการกระทรวงวัฒนธรรมรักษาการตามพระราชบัญญัตินี้ และให้มี อำนาจออกกฎกระทรวงเพื่อปฏิบัติการตามพระราชบัญญัตินี้ กฎกระทรวงนั้น เมื่อได้ประกาศในราชกิจจานุเบกษาแล้วให้ใช้บังคับได้
