ในกรณีที่มีความเหมาะสมหรือมีความจำเป็น จะจัดตั้งสถาบันเพื่อดำเนินการ จัดการอาชีวศึกษาและการฝึกอบรมวิชาชีพตามพระราชบัญญัตินี้ก็ได้ ทั้งนี้ โดยให้ออกเป็น กฎกระทรวง
