ให้กระทรวงการคลังมีอำนาจสั่งจ่ายเงินแผ่นดิน ตามรายการและจำนวนเงิน ที่ กำหนดไว้ในพระราชบัญญัติ นี้ หรื อ ตามที่ สำนัก งบประมาณจะได้ จัด สรร หรื อ ตามที่ จะได้ มี การโอนเปลี่ยนแปลงตามกฎหมาย
