ให้มีเงินทุนจำนวนหนึ่งโดยให้รัฐมนตรีจ่ายจากคลัง เรียกว่า “เงินทุนสำรองจ่าย” เป็นจำนวนห้าหมื่นล้านบาท เงินทุนนี้ให้นำไปจ่ายได้ในกรณีที่มีความจำเป็นและเร่งด่วนเพื่อประโยชน์แก่ ราชการแผ่นดิน และงบประมาณรายจ่ายงบกลางรายการเงินสำรองจ่ายเพื่อกรณีฉุกเฉินหรือจำเป็น ไม่เพียงพอ ทั้งนี้ โดยอนุมัติคณะรัฐมนตรี และเมื่อได้จ่ายเงินไปแล้ว ให้ตั้งงบประมาณรายจ่ายเพื่อชดใช้ ในกฎหมายว่าด้วยงบประมาณรายจ่ายเพื่อสมทบเงินทุนนั้นไว้จ่ายต่อไปในโอกาสแรก
