ให้รัฐมนตรี รัฐมนตรีเจ้าสังกัด หรือรัฐมนตรีซึ่งกฎหมายกำหนดให้มีหน้าที่กำกับ หรือควบคุมกิจการของหน่วยรับงบประมาณ หรือรัฐมนตรีผู้รักษาการตามกฎหมาย ผู้อำนวยการ และ หัวหน้าหน่วยรับงบประมาณควบคุมการใช้จ่ายงบประมาณให้เป็นไปอย่างโปร่งใสและตรวจสอบได้ และ ให้มีการติดตาม ตรวจสอบ และประเมินผลการดำเนินงานเพื่อให้การใช้จ่ายงบประมาณเกิดผลสัมฤทธิ์สูงสุด
